Torrence M. Pierce, PE

Tory has worked at FWA for over 35 years, having served as the Director of Engineering for many years prior to taking the helm as FWA’s president. His duties include managing the day to day operations of the company and leading the engineering and land planning departments. He became a licensed professional engineer in 1989 after receiving a B.S. in Civil Engineering from the University of Delaware. Tory forms lasting bonds with clients to serve as a consultant and advocate through the development process. Under his leadership, FWA and its staff have enriched the community through service to non-profit organizations. Tory is the Treasurer and Past President of the Maryland Society of Professional Engineers and is on the Board of Directors for the Harford County Boys and Girls Club.

John V. Mettee IV, Prof. LS
Senior Vice President
Director of Surveying

John simultaneously handles the responsibilities of Senior Vice President and Director of Surveying. He is a Maryland-licensed professional land surveyor and a 22 year employee of FWA. He is currently the chapter chair for the Maryland Society of Surveyors’ Susquehanna Chapter and sits on the Board of Directors for Cecil County Chamber of Commerce, The Boys & Girls Clubs of Harford and Cecil Counties, and Maryland Center for the Arts.

William T. Baker, Jr. PE
Executive Vice President
Director of Engineering

Bill Baker brings over 40 years of experience to the team, specifically in the public sector. After serving as Director of Public Works for Harford County, working for Baltimore City Government, and developing federal government experience in the private sector, Bill has mastered project management and design including wastewater and sewer, stormwater management, cost estimating, utilities, parking lots, roadways, grading, erosion and sediment control, feasibility studies and complete site design. Bill is a University of Delaware Graduate and became a licensed profession engineer in 1984. He is the president of the Society of American Military Engineers’ Chesapeake Post.

Ted M. Jasinski, AIA, NCARB, CGP
Vice President
Director of Architecture

Ted Jasinski is the head of the architecture studio at FWA. He is a Drexel University alumni who uses his 45 years of experience to provide clients with a full range of services. Under his leadership, the studio provides planning, feasibility studies, new construction designs, renovations and additions, tenant fit outs, adaptive reuse, systemic upgrades, and design-build services for commercial, industrial, residential, education, non-profit, and government clients. Ted is licensed in Maryland, New Jersey, Virginia, Delaware, Washington D.C., and Pennsylvania and his NCARB designation allows for expedited licensure in all other US states. His projects and designs have won awards in several jurisdictions along the east coast from Vermont to locally in Bel Air. Ted is the First Vice Chair for ABC Baltimore’s Executive Board and is on the Board of Directors for Habitat for Humanity Susquehanna.
